Visa Europe is introducing a new merchant service charge as of 1 October 2014 related to fraudulent actions and transactions. Visa Europe wants to create additional incentive for merchants to improve their fraud strategies, as well as increasing the use of 3D Secure.

This new merchant service charge for all chargebacks filed against fraudulent transactions, will affect every transaction for which the entered card data is processed, without first undergoing additional scrutiny and the utilization of additional tools and processes such as, for instance, Verified-by-Visa (“VBV”). In addition, this new merchant service charge will also apply in situations when the chargeback occurs after 1 October 2014 even though the transaction occurred prior to 1 October 2014.

Should a transaction be subject to a chargeback on the basis of fraud (reason codes 75:Cardholder does not recognize and 83:Card Absent Fraud), Visa Europe will charge an additional €12.00 per chargeback.

Recommendations:

If you would like to enable Verified-by-Visa and MasterCard SecureCode (together known as “3D Secure”), we recommend that you implement it for online orders. Unfortunately, VBV is not available for payment acceptance via the Mail/Telephone order route, which is used, for example, in call centers.
